January 10, 2006 Re: Change in CapTel Long-Distance Billing Dear CapTel User: We hope you are enjoying your CapTel phone. It is a wonderful device and is loved by many people. You may have noticed that long-distance calls made using your CapTel phone have not appeared on your monthly telephone bill, thus all long-distance calls have been “free” to you. The reason for this—when CapTel was invented, there was no readily available way to pass the correct toll costs to customers. The Federal Communication Commission (FCC) has since determined that this was not proper and equal service, so a new system was developed to make it possible to add toll costs to the phone bills of all customers. This letter is to officially inform you that on January 12, 2006, an important change will take place. On that date a new billing system will be implemented, so that all future long-distance toll costs will appear your telephone bill. Upon implementation of the billing solution, you will receive the TRS-long distance discounts that are applied through the state Relay program, which is provided by Sprint. It currently is an automatic 50% discount. You need to take no action to get the automatic 50% discount. What will this change mean to you as a CapTel user? Only one thing will change--you will start paying for all long-distance calls you make beginning January 12. Your local calls will continue to be free as they have always been. This change will make your CapTel telephone service costs comparable to what everyone else pays for their telephone service—no more, no less.
