The South Carolina Office of Regulatory Staff (ORS), the state agency that represents the public interest in public utility matters. ORS was created in February 2004 with the Governor's signature of Senate Bill 200. The agency officially opened on July 1, 2004 , and has made great strides in hiring outstanding talent, securing permanent office space, and beginning to make a difference in the realm of public utility regulation.

The ORS represents the public interest in utility regulation by balancing the concerns of the using and consuming public, the financial integrity of public utilities, and the economic development of South Carolina .
